    The Tarrant County Public Health (TCPH) Strategic Plan will guide the department's strategic directions and priorities to the year 2020.

    The plan highlights key areas in which TCPH can make significant improvements in the health and well-being of Tarrant County residents. The plan sets forth what we will strive for and provides a road map for how we plan to achieve it.

    The plan focuses on the entire health department and is not a stand-alone document. It purposefully aligns with other important assessment, planning and evaluation work that has been done, such as the community health assessment, community health improvement process and plan, performance improvement plan, continuous quality improvement plan, workforce development plan, and other operational work plans. As we implement the plan, we will provide increased accountability and transparency through performance metrics that align with the plan.


    In 2016, the Leadership Team (LT) revised and updated the department's vision, mission and values.  The LT then worked through the process of identifying new strategic priorities. Several documents and tools were referenced in the process, including the department's previous strategic plan, Tarrant County's Strategic Plan, Environmental Scan, Strengths-Weaknesses-Opportunities-Challenges Results, Tarrant County's Governing For Results Policy, Accreditation Requirements and The Community Health Improvement Plan for Tarrant County.

    Once priorities were identified, the LT formed a 13 multi-discipline member workgroup to help develop departmental goals and objectives that would help us obtain our priorities. The workgroup developed the "SMART" metrics (Specific, Measurable, Attainable, Relevant and Time-bound) to monitor and evaluate our progress. Throughout the six month process, the workgroup gathered information and feedback from department staff, along with input and approvals from the LT. From all this, five priorities, five goals and 16 objectives were determined.

    Once the 16 departmental objectives were identified in early 2017, the workgroup assisted all TCPH divisions with creating key performance metrics that would support the objectives. The department obtained the Vision, Mission, Services and Goals (VMSG) Dashboard to monitor and evaluate progress made with established metrics. Division representatives were trained on the Dashboard and uploaded all of their SMART metrics. The implantation of the strategic plan officially began in April 2017. 


    Annual Strategic Plan evaluations will occur. Evaluations will include reviewing division level metrics for progress and applicability. Once the division level evaluation is complete, Workforce Performance Management staff will provide a summary report to the LT for their review and feedback for next steps and future direction. The first annual evaluation occurred in April 2018.
