Historically Underutilized Business (HUB)

The goal of the HUB Program is to maximize opportunities for HUB firms to provide materials, supplies, equipment and services needed to support Tarrant County. A HUB is defined as an entity where at least 51percent of business owners are economically disadvantaged persons of a qualifying group including: Black American, Hispanic American, Native American Indian, Asian Pacific American, and/or American Woman.

History:  In 2006, Commissioner Roy Charles Brooks presented an amended Historically Underutilized Businesses (HUB) Policy before Tarrant County Commissioners Court.    The Historically Underutilized Businesses Policy provides that all businesses -- regardless of size, economic, social or ethnic status -- have an equal opportunity to participate in the County’s procurement processes.

HUB Program Coordinator hired in 2006.

Outcome:  66 percent increase for HUB Purchases have taken place in Tarrant County since 2005.
